What is D1 Usage? Do I need Planning Permission to change to D1 Usage?



D1 is any use not including a residential use:

 

(a) Clinics and Health Centres (for the provision of any medical or health services except the use of premises attached to the residence of the consultant or practitioner) 

(b) as a crêche, day nursery or day centre

(c) for the provision of education

(d) for the display of works of art (otherwise than for sale or hire)

(e) as a museum

(f) as a public library or public reading room

(g) as a public hall or exhibition hall

(h) for, or in connection with, public worship or religious instruction

(i) non- residential education and training centres

Dersingham Road Garages - New Build - Granted The team at DAP are delighted to announce another successful planning application for a new-build scheme comprising of 7 no. flats with commercial (D1) floor space at ground floor across three storeys.   Earlier this month we received a unanimous 'yes' at Barnet Council's Planning Committee meeting in favour of the scheme. The officer recommendation was also for approval.   The site, a once thriving black cab repair garage, will be replaced with a residential-led scheme with basement level car parking and amenity space   This scheme presented its challenges and has been approved with conditions and a section 106 agreement. DAP oversaw the evolution of the scheme from its infancy at pre-application stage right the way through till the final plans as presented to the panning committee. Some of the challenges to overcome included the change of use of the site, the scale and massing of the proposal, its impact on neighbouring properties and the safe provision of car parking. There was no question that this was a tough site to develop in a low rise residential area. However, with our ability to work with Council planners and use policy effectively to justify our designs we made a solid case for the development to make a valuable contribution to this part of Dersingham Road.   We are delighted to advise our clients that this site is for sale with the benefit of planning permission. One question that boggles the minds of many people Is do I need planning permission to change to D1 usage. Before considering the permissions that may or may not be required for D1 usage it is important that you understand what this type of usage is.

 

What is D1 usage? D1 usage is a type of class that non residential buildings are put into. D1 only refers to certain institutions such as clinics, day care centers, public libraries, and museums just to name a few. To change uses that fall within the same class, for example if you were changing from an A class to another A class you would not need any type of planning permission to do so.

 

However, use class D1 non residential institutions will need to go through planning permissions. If you will be changing from one class to another class, there is a possibility that planning permissions will need to be given. The only time when planning permissions will not need to be given is if your change is considered to be a permitted development. In those types of situations, no planning permission will be required for the change.

 

Before asking do I need planning permission to change to D1 usage, it is imperative that you do some research if you are going to be changing classes when converting to D1 usage.
